[Scan-DC] Help IDing A Helicopter

Hello list,

I need some help IDing a helicopter I saw in the am (approx 0930-1100) on Friday.  I am hoping someone may have been monitoring Reagan National Airport helo frequency.  I was helping with setup for the WWII ceremonies when I was looking south towards the river.  I saw a BK-117 (like the older Medstar helos)traveling down stream.  The entire or most of the tail section was dark blue and the main body looked mostly red with some white stripes.  It almost looked like a Aircare paint job but I am ruling them out since they use bell 412's.  I am thinking that it could be an out of area visitor, loaner, or a non-ems helo.  I was too far away to get a tail #.  

Any suggestions?
