The reason simulcast traffic is on one frequency instead of all seven is 
because it doesn't NEED to be.  The system controller is always telling your radio 
what frequency to be tuned to.  When you are tuned to 1D and someone talks, 
the controller instructs all radios set to 1D to a specific frequency to hear 
it.  If they are doing a simulcast, all they need to do is assign a frequency, 
and instruct EVERY radio to that frequency, regardless of which talkgroup they 
are set to.
