[Scan-DC] Reagan National and Dulles airports

Actually Reagan National IS in Washington D.C. . The Potomac River lies
entirely in Maryland. (I've heard VA police tell an officer that the body on
the VA shore of the potomac was in MD's jurisdiction since it lay below the
high water mark). When MD ceded part of their territory to the federal
government for the Nation's Capital, that part of the Potomac became part of
DC. Reagan National is built on landfill over the Potomac and thus is east
of the Virginia line and in DC.

-- In spite of a recent Scanning USA article listing them as in Maryland and
DC, they are both in Virginia - and I'd like to add them to our Virginia
page.
