This is a strange one, but if you are monitoring the Coast Guard you 
might here some action tomorrow.  Apparently some guy is iced in on 
the Potomac about four miles south of Alexandria and refusing CG help 
in getting out.  He's been there for two days, but has heat and 
provisions to stay for awhile.
