Here's the solution I found in the yahoo groups:
**
This was discussed in a previous thread. Due to a bug, the unit will not
store IDs in the upper part of bank 4 (above 4-08, I think). The solution is
to store your existing IDs in bank 4 and free up some lower channel slots.

Hopefully this can eventually be fixed with a flash update.

Subject: [Scan-DC] Pro96 TG storage bug
I've been enjoying my PRO-96 since October and am quite happy with it.
Recently, though I've noticed a problem when I hit TRUNK to store a new
talkgroup ID while scanning. It seems that the scanner no longer will store
the new ID in the first empty slot. It seems to pick one in sub bank 0 and
overwrites whatever is there. If a new talkgroup ID is stopped on in that
channel bank and I hit TRUNK again it uses the same sub bank slot as above
and overwrites the one I just stored. There are slots available in subbank 4
but it doesn't 'see' them. Moreover it shouldn't overwrite subbank ids. It
should return memory full according to the manual if it thinks none are
available. So the issue seems to be it always sees some slots as available
even though they aren't.
This has happened on more than one type of configuration. I have uploaded to
the scanner various configurations and had it happen.
Also it isn't system specific. It happens for different counties or
agencies.
I haven't reset or reinitialized yet. Thought I'd check here first.
Thanks for any ideas or suggestions
