John,

One interesting point that seems to have escaped all this is that
when there is no electricity, the meter doesn't turn, therefore
the power company doesn't get any money.  I'm curious to know if a 
crew's overtime might be "costing" the company more than the 
revenue they would gain by restoring power?  In today's world of 
super accounting systems, maybe they've gotten so sophisticated 
that they've already figured out the cost of repair to revenue 
earned ratio for every outage, and are attempted to minimize 
expenses during these restoral times.  I'd hope we haven't gotten
to that stage yet!
