[Scan-DC] Dominion Power freqs

   After 8 days I finally had power/phone restored this afternoon thanks to the
efforts of a NC electric co. contracted by my rural electric coop.  Be aware that
Dominon Power linemen most work only 12 hour day shifts.  If you do not have
power restored by the time the sun goes down, forget it until tomorrow.  There is
a blistering article in today's Richmond Times Dispatch and negative coverage on
tonight's 6 pm Ch. 12, Richmond news about their inefficient management.  Per the
tv report, Dominion Power is proud of it's response so far and ONLY 300,000
customers in the Richmond area still are without power.  The linemen are not the
problem.  They are doing a great job.  They advise that Dominion Power does not
want to pay overtime.  So it is 12 hours on and 12 hours off and often linemen
have to wait for the tree trimmers before they can do anything per the tv news
report.  Dominion Power cannot request rate increases for the hurricane damage
expenses.  They can only request a fuel adjustment increase.  They haven't heard
the last of this.  General Assembly members are getting an earful for irate
citizens.
