A number of reasons, such as, before narrowbanding was even
a glimmer in the eye, where were you going to put everyone? Many
areas had already run out of frequencies.
Very little skip.
Better building penetration.
Better frequency reuse.
Downsides too of course, but like any frequency band, you take the good with
the
bad.
