Of course low band suffers from skip sometimes.

I think the FCC has forced people to use 800Mhz via benign neglect. The
FCC failed to upgrade its computers - therefore they could not license
stations on narrowband freqs at 150 Mhz - therefore the only 'available'
freqs for new systems were at 800Mhz. (800 works no better than 450 or
150 as far as I can see - I cannot think of any good reason why the FCC
has 'encouraged' people to go to 800)(unless perhaps if the antenna
lengths for portables at 800 Mhz makes them much more efficient than 150
or 450 Mhz portables)
