not necessarily - Condition  Red is when they get really busy, units are 
only supposed to xmit urgent msgs, not routine stuff - they don't take Pepco 
pole #s and hospital notifications for Priority 3, that kind of thing.  One 
of the active firefighters here can tell you a little more about it.  It's 
frequently ignored or abused anyway,  it anyway, it seems, either out of 
dumbness or somebody thinking that whatever they're doing is more important 
than it really is.

(Not to say that they _didn't_ have a system crash - they seem to have the 
most trouble under the worst circumstances!!)
