The Virginia Statewide Agencies Radio System (STARS) project is on its
way to creating a state-local partnership that will provide superior
inter-departmental and local coordination in the event of a major public
safety threat anywhere in the state.

Virginia�s need for modern, inter-region communication has been
recognized for many years. The Commonwealth began implementing its vision
of a statewide radio system for the Virginia State Police and 19 other
state agencies in the summer of 2000 when it selected Lynchburg-based CTA
Communications Inc. as its consultant. CTA is a nationally recognized
provider of wide ranging communications engineering services for public
safety, government, commercial and industrial clients. It is a subsidiary
of the architectural and engineering firm Hayes, Seay, Mattern & Mattern
Inc.
