[Scan-DC] MoCo EMS Codes

Again, my thots ezackly... I bet they're using them on the printouts and 
terminals tho.

By the way, are the in-vehicle things referred to as MDCs?  Mobile Data 
Computers?  Anyone?  (Ed?)  :)
