[Scan-DC] new Railscan site

  Some of you may recognize the name of Dave Marshall N8OAY; he's one of
the driving forces behind the All Ohio Scanner Club. He's been to several
of the Winterfests, and he's also authored a couple of articles.

  Well, he's starting up a Railscan website at:

  http://home.woh.rr.com/n8oay/ 

  It's very much in the beginning stages;  if you click on his links,
you'll find that he has no info for Virginia (much less for Maryland,
Delaware or DC).  I'm sure that if he could get some accurate info for our
area, he'd put it up on his
new website.

  So go get 'em, Railfans.  Here's a chance to get accurate info on a
webpage working on the ground floor, so to speak.  If info starts to show
up for our area, I'll add it to our list of links on the CHM website.
