[Scan-DC] new Railscan site

Mike, Thanks for the plug! There are 3 Virginia locations in the Railfans Welcome! 
database, but I have not yet added and railroad scanner frequencies for the Virginia 
area. I have had a couple reports of the web page not being viewable with current 
versions of Netscape. I would appreciate knowing if anyone has problems. I use 
Mozilla 1.3 and have no problems. I would also appreciate it if anyone can tell me if 
the page works with Opera.
