[Scan-DC] catching up on the mail

It is a mistake to assume there is a constant CAP up in the DC area, that is
just not the case. We see CAPs at various locations nationwide based on the
current nationwide threat level analysis, local major events, or current
local threat environment.
Most of the CAPs have been courtesy of deployed ANG units to Langley. They
have also rotated other local area units in and out of that mission role.
But do not assume they are conducting that mission all the time because they
aren't. They might be doing other blocks on the training matrix while
deployed to Langley that they can not do at their home base.
That is why when I was in CAG-20 we would deploy to other areas were we
could conduct flight crew training would could not do at home - road trip!
I would advise a variety of NORAD freqs in your scanner. We have seen them
pop up down here on the ATL CAP on a wide variety of frequencies. The same
pretty much applies anationwide. In fact, as long as things are relatively
quiet on these CAP freqs, I feel things are quiet on the home front. When
things get hot on these freqs then I use that as an indication we have
shifted threat levels.
