[Scan-DC] Unknown Downtown Baltimore EDACS TRS

Hey all....

    I mentioned a while back about hearing an unknown EDACS type trunked 
radio system originating from either in downtown or near Downtown Baltimore.  
I now know of three frequencies that are used in the system.  

(1) 866.0375
(2) 867.5375
(3) 868.9125

frequency #1 should look familiar to some Baltimore area listeners as its 
also a part of the Howard County TRS that is online.  What is interesting is 
that 866.0375 was the control channel for Howards County system (Motorola) 
and the control channel for this unknown system was also 866.0375 tonight.  

I am not sure who is on this EDACS system. I first thought it was a jail 
(Possibly federal jail), but now it could be a state run hospital?  I 
monitored the system for about 20 minutes tonight and all i heard was "There 
is a 10-59 in 4 north".  Anyone in Baltimore give a listen and lets see if we 
can identify this system.
