[Scan-DC] MPD helicopter video downlink

I've been listening to the DC police during the protests this weekend, and 
have heard repeated references to video downlinks from both the MPD 
"Falcon" and Park Police "Eagle" helicopters. Does anybody know how these 
are implemented and what frequencies they use? Is it analog, digital, 
satellite, or what? And, most importantly... could you pick these 
transmissions up with a scanner that does video like the IC-R3 
(http://www.icomamerica.com/receivers/handheld/icr3main.html)?
