[Scan-DC] Loudoun's new radio system

Since the fire/rescue service is countywide, towns like Leesburg, Middleburg, 
etc., are all on 800 now.  But dispatch will continue on the old channel. 
because volunteers still depend on scanners at home and in vehicles and for 
minitors. I'm not sure about future simulcasting on our other channels (Ch. 3 
for the East, Ch 2 for the West, Ch 6 for hospitals, for example). I'm on 
duty Friday and will be using the new radios for the first time. I'll advise.
