[Scan-DC] FBI Ops on I-95

I followed the same event from Fredericksburg area down to Caroline County
(I had to go to a meeting by then).  Couldn't tell if it was training or
real.  I heard traffic suggesting they were expecting the target to go to
North Carolina.  Aircraft was monitored by me mobile from the
Charlottesville area on east.
