[Scan-DC] MSP PL changes

  It's entirely possible they changed because of all the skip
happening of late.  However, be careful about 39.26- it's used both
by College Park and as one of the common channels.  They might
be seperating the usage of this channel by PL.

  Anyone else notice this?  I will try these on my 895 and see
what develops.
