[RVRC] Possable new 2m repeater site

The current site with the equipment that is there is virtually useless, but the current site was supposed to have long term viability??

My only concerns are: 
Even with the nice elevation how effective will be with only 25 watts?
After spending $10k, will we have an agreement that except for malfeasance, that 
our installation will have long term viability?? Or will it be like every other state collocation, that upon notice for any reason, we have 30 days to vacate the site???
Since access to the site will be limited, will we be able to have remote control?
If this is our best option and a solid investment, I’m in favor of moving forward.
