I am interested in this topic because for my function as the UBA HF 
Manager, I try to follow what happens in my neighbouring countries.
I understand that there is a plan to change the terms of the German 
licensing, right? Unfortunately my knowledge of die Deutsche Sprache is 
a bit too light to understand it completely.

Can someone please summarize very briefly in English what the major 
changes would be? I'd appreciate this.
