[R-390] Placement of KILOCYCLE CHANGE CONTROL LOCKING DISK

While I still don't see anything in the manual regarding this, I think I have it adjusted optimally. The front face of the disk clears the static finger by about 0.020" (just enough where I can see between it and the face of the disk) and the moving finger clamps the disk between the two fingers as it should. Also, I think I can tell where the split gear had previously been engaged with the brass gear and that's very close to where it is now.
