[R-390] Placement of KILOCYCLE CHANGE CONTROL LOCKING DISK

I now realize that with the disk that close to the stationary finger, the
clamp can't be released enough to allow it to rotate out of the way because
the boss can't clear the back side of the front panel. I've moved the disk
back a little and I think it will work there.
