[R-390] Baluns Caps and Ballasts

Yep!  That's how my '67 EAC was done.

I'm looking at getting the ones for my '51 Contract Collins either from 
Tom, or go ahead and re-stuff, as I have multiple octal bases, multiple 
sets of electrolytics, and have already cleaned the black crap from the 
original cans.

However, I am DEFINITELY not going to pot them in epoxy!  That isn't 
necessary!
