That's right. I suspect the crystal is either operating in a completely 
different mode, or not working at all. On my working freq stds, the 
variation from power on to stable operation is very much smaller. If I 
hadn't seen the 5.16==>5 I wouldn't have believed it. At first I just 
assumed the xtal was completely kaput - but no...
