Not True, unless you are talking about multiband trap verticals.

I use a ground plane vertical on 30m and have been successful working
a lot of DX with it for several years.

The vertical is mounted on a 2 inch ten foot galvanized steel tube
driven into the ground two feet.  The radiator is made of 6063-T6
stepped tubing mounted on the steel pole with an insulated plate of
0.25 6063-T6 plate.  Four 0.25 wavelength radials eight feet above
ground are attached to the steel mounting pole.  The coax center pin
is connected to the vertical tubing and the coax shield is connected
to the steel support tube.  The radials also act as guy wires for the
assembly.

Many low band DXer's use four inch diameter aluminum irrigation pipe
for short verticals on 160 and 80m.

Efficiant vertical antennae do not have traps in them ;o)
