[QCWA] Membership Numbers

What is the purpose of QCWA?  Sure, the purposes are in Article One of the Constitution. Doesn't ARRL do this in spades?  

Don't qualified hams join chapters?  

Isn't a chapter really just another area club where there may already be too many clubs?

Why not check the chapters and see which have growth and which do not; figure out the formula for success; then build an association program around it?
