[QCWA] Year requirment

Well, at l-o-n-g last, an amateur who sees the "writing on the wall"
and iseems to be willing to deal with the SHITuation.
QCWA old timers (like me) can sit around, bemoan the eventual outcome, wringing their hands, writing notes of protest to retain "rule 25" and still the clock is ticking to a time when QCWA (without a modicum influx of new blood) will no longer be a functioning entity....except for a few old, stuck in the days of yore, while attrition forecasts the final demise.
Personally, I do not want to see that happen, but "each to his own taste", said the old ham radio operator, "as he licked the cow".
