That's a very interesting suggestion, Bob.  Though the cavalry has long been
superceded as a way of projecting military force, the challenges and
pleasures of raising, riding, racing, and showing off good horses lives on
and thrives.  A similar observation can be made about the
difficult-to-master art of fencing.  Good CW operators can take justifiable
pride in their skills; rag-chewing and contesting are two good ways of
enjoying them. 

But is also clear that licensing agencies around the world are having a hard
time justifying the effort and expense of continuing to use CW as a
licensing prerequisite.

What you suggest could be the start of an interesting and possibly
productive initiative.
