Clearly, technology continues to overrun our traditional ways of
operating. Perhaps our problem is that CW is argued as a valuable
contemporary means of communications - when, if we are honest with
ourselves, we have to admit that other modes are far more practical and
ubiquitous. The advent of PSK31 alone eliminates the last strong
arguments regarding bandwidth efficiency, penetration and content
survivability.
Why don't we simply accept - and promote - CW SOLELY as an honored
tradition that, more than most anything else, represents our heritage -
and is therefore worthy of being supported strongly and indefinitely -
THROUGH SPECIAL MEANS. Sub-bands/band-plan-segments for CW-only should
be immortalized through whatever means accomplishes that - but I propose
that the use of those frequencies shouldn't require either a specific
license/license-level - but rather a special endorsement to our licenses
that would be won through truly meaningful testing. For example, there
might be 3 levels of endorsement - CW10, CW20 and CW30 - signifying that
sending AND receiving certification (1 minute perfect-stream criteria -
not multiple-guess or fill-in-the-blank schemes) has been earned at
those speeds.
If we took such an approach, those endorsement would be exhibited very
proudly - would be sought by many as our traditional "badge of honor" -
and the bureaucrats, administrators and regulators would have a place to
safely lend their support to CW outside of the core licensing structure.

As stated the ARRL will have the summer board meeting this
coming weekend. NOT MUCH TIME TO REPLY!!!
QCWA NATIONAL should come out strongly in favor of keeping
the code requirement in this country. Do it DAMN fast!!
I think the ARRL will vote to do away with the code.
DO NOT SUPPORT THE ARRL IN THIS
IF YOU WANT TO GET NEW MEMBERS AND KEEP OLD ONES

ARRL WEST GULF DIVISION CONVENTION
The West Gulf Divsion Convention will be held Friday August 1 & Saturday
August 2, 2003. This will be a significant event with President Haynie
just back from the Summer ARRL board meeting with all the latest

ELIMINATION OF MORSE CODE
Once again the question comes up of the elimination of Morse code
testing for an HF license. With the elimination of A.25 as treaty
requirement, the question comes up of "What will the FCC do now?
They may very well propose the elimination of Morse testing. If that
were to happen the ARRL would make input upon notice of a proposed rule
making. The ARRL is likely going to deal with this issue in some
fashion this coming weekend at the summer board meeting.
I would like to here from you if you have strong feelings on this
subject one way or the other. How do you think the ARRL should respond
to such a proposal?
