Ok Jeff.   Well you got your point accross about call "sines"
not Call Signs!  I will stick with call "Sines".  You however
completely evaded the issue of people on computers getting on the
air from any voice repeater anywhere in the world and could be useing
fake call sines or otherwise.   Theres no way a vhf repeater ctrl
opr can define the legality of who is connecting to him via
echo link,   so the question I gave still prevails...
