I have to confess my initial reaction to your post was along the lines of
'what do you take me for, of course my wiring is correct'  However, saying
you had seen it running made me decide to have (yet) another look and I did
indeed have my X and Y's crossed.  Works a treat now.  I'd recommend it,
cheap and easy to build (if you wire it correctly).

I have not built it but have seen it running, I went with a CE/HB-232, that
one
does program the scanner but you have to make sure you have set it up
correctly,, also check you wiring, make sure they all go to the right place,
if
you are getting wrong key press you maybe have some lines mixed up, if all
is
correct then you have the button map wrong.
