I have had components similar to that, where they were larger devices
soldered to the PCB. Another thing you can try is an industrial hot air
gun. Put the PCB upside down on the table, Quickly heat the trace side of
the board until you see the solder reflow on all of the pins on the filter.
Then gently bump the board on the table and the filter will fall right out.
Be careful, those industrial heat guns can get way too hot. You can also
end up bumping a bunch of other components out of the board if you are not
careful with what areas you are exposing the the air flow.

"Porter-Cable PC1500HG" You can get one for about $40 US
