Hi Steve:
Just read your post with interest.
I have a few 8716 and 8718 receivers here at the present and a few that have come through the shop over the years. I don't ever recall seeing any kind of clutch arrangement as you describe. Is this possibly version-dependent or vintage-dependent? I'd love to see one so that maybe we could put together (and make available) a retro kit that is more in line with what W-J did, rather than the kit we once sold. No sense in reinventing the wheel.

1. When in USB / LSB / ISB modes the IF BW is locked to 2.95 KHz . All other 
BW's are locked out.
2. Depending on the version of optical encoder installed you can tighten the 
drag / brake by an adjustment screw or adding shims to the brake hub.
