Congrats on getting that radio. It's a solid radio, great performer, and little known...probably due to the fact that not many of them are around .
You are using the "line out" and should have the speaker connected to terminal #4 which is low impedance output from the audio amp. As I recall, the ground terminals are #2 and #6.
I'd have to dig out the manual, but you can just measure the lamp voltage and bulb size to get a replacement -- I'm 99% sure it's 12V. 
I was going to re-lamp with LEDs, but got side tracked with some W-J business. But when that happens, I'll post the info. (Sidebar: I have lamped the W-J 8716/18 receivers' s-meters with LEDs, since they come with no meter lamps. I'll also post that if there is any interest.)
If you give me some time, I'll dig out the book which is in another location. If you want a copy, I may be able to send someone out to the copy center -- we can discuss that offline. Good luck and enjoy the radio, they are stable, sensitive and very quiet.
 
Almost forgot; there are manuals for the 3031 available on the Internet. I haven't compared the "board-level" details, so can't attest to their compatibility...other than the tuning scheme.

speaker hookup. I have the internal speaker working ,when I went to connect an 
external speaker to the 600 ohm line I found that only the rf gain control seems to 
affect volume. Maybe this is normal ,I'm not sure.  I'm also wondering what type of 
bulb is behind the S-meter and where and if I can find it.And finally I'm looking 
for a copy of the manual. Many thanks
