The chance of deployment in the UK of BPL type systems seems to be receding in the UK, perhaps because of pressure from interested groups and the availability of alternative technologies, but that does not mean we are safe.  There was some concern expressed at the IEE HF Conference a few years ago about the deployment of this type of technology, particularly in countries where there is no viable alternative.  Powerline grid systems can be effective radiators of HF signals and the resultant increase in HF background noise just one hop away can jeopardise weak signal systems (e.g. military airborne HF systems with limited power and inefficient antennas).  Its all very well to press for a national ban, but the effects are global.
