[Premium-Rx] BPLReport Predicts Rapid Growth For BPL-Access

BPL is just RF pollution.

Polluters tend to win as they are usually quite powerful, with deep pockets, and 
through lobbying and effective PR departments are able to marginalize opponents 
and ram through favorable legislative treatment.

Where they lose, it is usually due to economic and/or technical causes.  I 
believe that is exactly what will happen here.
