Hi,

The advocacy for flawed technologies by the leaders of a regulatory 
bureacracy implies other problems. In addition to the physics and 
resulting technical issues, one should look at the surrounding political 
geography and a structure which supports future vocational sinecures for 
the Commissioners.

It's 5% technology and 95% sociology.
