Scott,

Exactly which numbers come on when they are not supposed to? If you are supposed to see a 7 does a 6 also show? Or some other number? Does it track consistently throughout the 0-9 range or jump around?

Years ago I used to work on a testboard that used nixie tubes. They were driven by SN7441 BCD to Decimal decoder/driver IC chips. When these chips failed you got some strange indications.

I can e-mail you the data sheet for the SN7441A chip if you don't have one.

  Well, I have all but 2 bands running on this MSR2, and found a cracked slug that won't move affecting (I expect) the bands with a 1 in them I can't get to lock.  A project for later, perhaps.

  But in the process of all this, I now have 1 Nixie that reads the number it should read, and the next lower number.  Tracks just fine that way.  An Nixie experts that could give me a clue on that one?
