I usually swap nixies around to see if the fault follows the tube or remains with the particular socket.

I too used to get some strange symptoms out of bad 7441's, a chip that is getting very hard to find these days but which was popular in test equipment of the 1970's.  Presuming the nixie checks out okay in another socket, that doesn't leave much except the driver IC, and the quickest way to check that is to replace it with a known good one.
