[PCR-1000] packet output

I have used for some time now the packet / discrimator as the source to
POCSAG, MDT, WINFLEX, and ACARS. It has proven to be the best between the
regular audio, or the packet for data, I also have a R-10 that I installed a
jack for discrimator into so I can have two radios with discrimators.
