I guess this would imply that your hardware switch settings are OK, and also
speaker
working somehow, either internal or thro pc by whatever means.  The
implication is
that there is something talkprc IS NOT doing that icom s/w IS doing. Is this
still true ??

Further, as you are getting o/p at PACKET then your radio is ON and
presumable
tunable? Perhaps check settings in    menu/File/Options/PCR Type  in case
theres
some obscure interaction there.
