The packet port is discriminator output audio. This is before any squelch, 
audio shaping (de-emphasis), and amplifier  control.

Can you change the channel with TalkPCR? (and hear the different channel 
w/discriminator output change).

If you can hear the audio there, then the problem is with the bandwidth 
filter, audio mute/volume sections (including squelch) controls.
