[PCR-1000] Win XP and Icom Software

Radiocom is, as you say, a decoding package and not a scanner. However it
does come with the DSP facility.
The distribution deal with ICOM Europe is that it can only be distributed
with new sales, and not given to existing customers, I am afraid.
