[PCR-1000] Java based PCR1000 control software

As several people have asked about this software I have made it
available on my web server rather than send it individually.  It can be
found at:

Just to make sure everyone understands what this code is,  it is mainly
a Java class that has a set of methods that map onto commands to the
PCR1000.  It uses the Java Comm API to communicate with the PCR1000 over
the serial port.  It does include a couple of other classes to handle
notification of signal strength, squelch and signal centered, exceptions
and a simple Receiver interface that allows code to work with multiple
radios.

What is does not include is any user interface code.  I have used the
code with a Java Servlet providing an HTML interface over the WEB and
have also used it without any radio UI along with some satellite
tracking code that handles doppler shift and controls the radio
accordingly.

Also, this does not include any code to take the audio and make it
available as a stream over the internet so
that you can listen to the radio remotely.
