Hello All,
Mark, KD5AIV, Ed, N3QL, Gary, NA4GL and my self, attended the final
planning conference for the above, yesterday. I will today mail to
Charles the program for the conference. I could not get my computer and
scanner to scan that many attachments to an email or I would have sent
all of you the program for the conference.
Basically, the ARRL Arkansas Section Emergency Net will activate at 9:00
AM on 3987.5 without any further alert, under the leadership
of ARRL Arkansas Section, Section Traffic Manager, Marvin Peters,
KC5MP. Marvin will arrange for relief Net Controls 24 hours for May 16
and May 17. All Counties are not participating. County response will be
varied in scope and time of exercise. In the event of impossible band
conditions, the alternate frequency is 7.260 on 40 meters.
Charles Farmer, NX5V, Section Emergency Coordinator and Kirk Seifert,
W5KRK, Assistant Section Emergency Coordinator, have been contacting all
the known EC's. Where there is no EC, Charles and Kirk are attempting
to find Hams in those counties to participate.
All Counties, for May 16 and 17, will be without AWIN in some instances
and all commercial communications in all instances. Therefore,
communications County to County and with ADEM will be Satellite Phone,
AWIN, if available, or Arkansas ARES RACES Stations able to get into the
Net on 3987.5. It is the responsibility of each County Emergency
Coordinator to arrange for his or her County traffic to get to 3987.5 or
7260 whichever may be the case.
As in the past, ADEM is supposed to have a HF station on 3987.5 to
receive and respond to County traffic. I realize the time frame is
short but am confident the ARES RACES Arkansas teams will respond
accordingly. The time frame for an actual, real life event, is even
shorter.
There will be a state wide power outage during the entire exercise.
ADEM will operate 24 hours for the entire event. Counties may or may
not operate 24 hours. Therefore, the ARRL Arkansas Section Emergency
Net will need to be a 24 hour operation for the first two days. Ed,
N3QL, has volunteered for Net Control duty. Anyone else wanting to
volunteer, contact Marvin Peters, KC5MP, the ARRL Arkansas Section,
Section Traffic Manager.
The following Counties specifically mentioned Ham Radio in their
responses during the conference: Arkansas, Benton, Sharp, Marion,
Independence, Conway, Perry and Little Rock. Not all Counties were
represented at the conference.
I don't expect much, if any, formal traffic, mostly tactical
traffic, County to County, County to ADEM and ADEM to County. Any
formal traffic will probably be using the IC 213 form.
