[PaQSO] long 40m, try 80m more?

Hi Pete,

That's exactly the conditions we had a few weeks ago in the Ohio State Parks contest.

My plan is to be chasing multipliers on 20 and 40 and working the bulk of the reinstate stuff on 80.

However, one thing I always have loved about the PA party is that on Sunday morning, 40 seems to behave somewhat like 80 and it's still kind of short.
