I agree with Jim's comment county line rules suggestion.

I'm sure that most of us have never worried about the subsequent county line
sent serial numbers until it was mentioned close to the QP this year. 

There plenty contests for the casual operator including another QP the same
weekend. These operators will find other contests to support if the rules
are complicated, they need to read instructions, practice ahead of time, or
find that the submission is difficult.

If I were setting up a contest, I would not have county line stations.
But in PA we've had them, and they seem to be popular.

It seems to me that the problem is that nothing in the rules addresses how a
county line station should be handled by the person working the station -
whether as a single QSO with two counties, or as two QSOs with different
counties.

The former may have worked in the days of paper logs, but is a bad way to
handle it with computer logging and log checking. Software becomes very
complicated if it has to allow for more than one entry in a field designed
for a single county.

There needs to be a rule to say something like "QSOs with county line
stations will count as a separate QSO with each county. The non-line station
will record the second county QSO using the next higher sent QSO number,
even though that number was not actually sent".  With that I believe county
line stations will become a pretty simple matter.

Whether QSOs made by the county line station county as one or two qsos for
that county line station is a separate question. I would suggest not, though
reasonable people may disagree.
