Well, although I can't remember the details now, I do remember I once lost a category to qrp due to the 2x Mult. Possibly to Kyle down in VA.
If you equate qrp with loading the downspout, then it seems reasonable to give the mult. to bring them up to par. But, then you have the really well equipped stations, monobanders on towers, etc. who use qrp, and the mult. gives them a distinct advantage. If they are close enough to PA, with big antennas, they can win a category with the mult even though they make less contacts and less mults. than a lesser equipped station using higher power.
That is one of the decisions the experienced contester needs ot make- what category will give me the best chance to win according to the rules. If you have big enough antennas to run qrp and still be competitive, the 2X mult may be worth more than the few more contacts made at a higher power level. But, if you have the normal antennas, you won't be working squat at qrp levels, so the choice is obvious- medium or high power.
The reason for the existence of the qso party is that it is a contest. If an iope doesn't have the station, skill, time, ambition, or whatever, to be competitive, then take part setting your own goals understanding you will not take home a plaque. But, if you want to say this is just an activity for a chance to be friendly and not too competitive, then we lose the entire purpose of the contest. We might as well just have a PA get together party. No scoring, no rules, just as many stations in PA as can get on and exchange name, age, how long you have lived in PA, what you like most about the state, or whatever. How long do you think the activity would last? No fun, no cpmpetiiton, no prizes, no incentive.
Rule changes- if needed- but the crux of the matter is "Everyone can't win!". That is the purpose of a contest. There is no need to create categories so every single possible niche is covered regardless of how few participants. Stick to the core function.  It is up to the operator to choose the category where he feels he will nbe the most competitive, abd have the most liklihood to win his category. If he wants to operate a particular way that is non-competitive, then fine, but don't ask for another category just to produce another "winner" in a minor category with little participation.
Change the qrp bonus- I say no. The records would become meaningless. And, as mentioned it gives another choice of strategy to work with. If you get beat out by a qrp, oh well, he made a better strategic choice, and was rewarded for it.
